Members in Attendance:                           
John Hebert, Chairman; Richard Hersom, Vice-Chair; Kevin Geraghty, Clerk; Members Michael Chizy and Ryan Fattman

Also in Attendance:     James Smith, Town Administrator; Debbie Jacques, Administrative Secretary

Chairman Hebert calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Selectman Geraghty motions to approve November 17, 2009 minutes as presented, Selectman Chizy seconds passes 3-0-1
Selectman Fattman enters meeting at this time.

Power Point presentation on the Solar Project at the ELC: TA Smith detailed the plan for the Photovoltaic System at the ELC. He states that this is the ideal time for this project with the completion of the new roof with a life expectancy of 25 + years. The goals of this shovel ready project are as follows:
  • invest in solar panels
  • reduce short/long term operating costs
  • take advantage of stimulus tax incentives & rebates (have applied for 2 grants totaling $200,000.00 which we should hear about by mid January) Jim has notified Sutton delegates regarding these grants.
  • reduce impact on environment
The estimated cost for this project is 1.3 million dollars and will be done in phases to ensure everything is in place. After the grants there will be a gap of approximately $150,000.00. This would require a town meeting to request the bond borrowing but a reduction in the school energy budget of around $20,000.00 a year will help to pay off the bond.  The RFP will be available this Wednesday for the Solar Project.
Selectman Chizy says this is moving quickly and commends Jim on a great job, Mike likes the fact that it will be done in phases. Mike goes on to say Sutton will be one of the first towns around with this system. Chairman Hebert feels that this shows the State as well as the residents in town that we are serious players in reducing our energy consumption.
                        





Town Administrator Update:
  • Special Election Results for the APR on Whittier Farm held on November 24th passed with 441 yes votes(82 no votes) showing a 83% approval .
  • Budget Update: still operating conservatively in the event additional cuts are made at the State level.
  • Regionalization of Public Health- 4 town study will not be funded by Boston University of Public Health. Feels this is a good idea so will continue to work with the interested communities.
  • Holiday Hours for the Town Hall Town Hall will be open ½ day before Christmas and ½ day before New Years. The Town Hall Christmas Party is scheduled for December 22nd at noon.
.Announcements:
  • Selectman Chizy reminds all to get out and vote next Tuesday.
Round Table:
  • Selectman Chizy informs all that the Food Pantry provided over 40 Thanksgiving baskets for families last week. The Food Pantry needs to be refurbished for Christmas.
